Chidambaram’s 2013 indian budget has turned out to be a damp squid. Other than a few major “feed thyself first initiatives” like Rs 13,215 crore to be provided for mid-day meal scheme. Why do I say feed thyself? Anyone remember Ponty Chaddha ? – the guy who was shot outside his 100 acre farmhouse in Chattarpur Delhi (for those not in the know a 100 acre farm-house in chattarpur costs about 1000 crores (my rough estimate) – why do I bring his name up – simply this – he made a lot of his money by being the sole supplier to these mid-day schemes for the needy – enough to buy a 100 acres in chattarpur and of course he could not have done this without the active collusion of the politicians and the bureaucracy. I can also bet you that the politicians and bureaucrats made way more than Ponty (that’s how it usually goes).
Chidambaram Serving Dal
Did you by any chance think that Chidambaram was himself going to take a bucket of dal and hand it out to the poor – No – these contracts are outsourced. Now we all know what it means – a govt contract being outsourced means huge kick-backs.
Thirteen Thousand Crores
Out of 13000+ crores , I am sure that half will end up in the hands of the politicians. The beauty of this scheme is not entirely that politicians will make money thereby funding the next election – the beauty of this scheme is the name – Mid-Day Meal Scheme for the poor – image how many votes this will gather.
My lament should not be confused with an accusation against Mr. Chidambaram – he himself has agreed to this – I remember an interview where he himself mentioned that leakages in the system cannot be used to stop subsidies to the poor. Its just that somewhere down the food chain (of bureaucracy) the implementation of policies that would prevent leakages don’t get implemented.
This is Win-Win for the politicians. Remember the famous Seinfeld line – “The show is about nothing”
