What prevents these Northern states to ensure that the students there are taught at least one South Indian language (as per the student’s choice)?

Quite a number of people from the states of U.P, Haryana, Bihar etc find jobs in southern cities like Bengaluru, Chennai, Kochi etc. Some are building workers and many are soft ware professionals and other white collar employees.

None of these people seem to pick up the local languages – Kannada/ Tamil etc. When there is pressure on on the people of South to learn at least 3 languages including Hindi,these people do not bother to know more than one language ie: Hindi (white collar employees just pick up a bit of English which they do not talk fluently).

What prevents these Northern states to ensure that the students there are taught at least one South Indian language (as per the student’s choice)? Will this not foster National unity and ensure that these people from Northern states do not seem to be arrogant?

This can also provide good employment opportunities to the teachers of Tamil, Telugu etc.
